I have carefully considered the

I have come to the conclusion that it would not be ad-

visable to a proach the Viceroy wrain on the subject for

two reasons.

The first, because I should be obliged to com-

municate with the leting Viceroy, with whom I am not well

acquainted, and wh. ic, moreover, notoriourly anti-

foreign. To. would I feel sure, object to the shipment. The second, because the Chinese Authorities would almosú

certainly reard this further application us a request

for hoir permission to export these coolies from Hong- kong, an impression which I know you do not wish them to

form.

Ab our interview the other day the Viceroy did suggest telegraphing to the Wai Eu Pu regarding these coolies, and I, fearing his telegram would take the form of an application for permission from you, disgunced him: from doing so on the grounds that it would be better for the forman Minister o approach the Wai Wu Pù himself. I

made the same suggestion to the German Consul here, but I rather hat the Minister's intervention has not been succese

ful.
